This was a Google Algorithm update that was accompanied by a lot of Google talking points and discussion about mobile friendlness on your website.
In this update they introduced the idea that your site’s performance could be affected by your website having a poor user experience on a mobile device. This was a simple “check” sytem for setting your viewport, using a proper font size, having tap targets set too small or having content wider than your screen.
